Some special news as we head into the end of the year! Mancala and Ecorys have been commissioned by the European Commission’s DG NEAR to conduct the “Study on Lessons Learnt from Budget Support in View of the Imminent Use of Financing Not Linked to Cost (FNLC)”.
This study will assess how EU budget support was used to support key reforms in countries in Eastern and Southern Neighbourhood and Western Balkans regions, and more specifically we will be looking at:
• Evaluating the impact of budget support on public institutions’ administrative capacities.
• Analysing its contribution to EU policy objectives in comparison to other financial modalities.
• Exploring the role of policy dialogue and resilience contracts in crisis recovery.
This work will inform the future use of FNLC and other performance-based financing approaches, enhancing their alignment with EU political and reform objectives.
We are particularly excited about this assignment! In collaboration with T33 and under the guidance of Enzo Caputo and Mancala’s partner Jordi Montagud, we hope to contribute to the EU’s advancing innovative, results-driven approaches in support to our neighbour countries.
