We are committed to the transfer of knowledge from the public to the public, contributing to the exchange of experiences and peer learning.
Elias has extensive professional experience in international public sector consultancy. His experience has been in the areas of public financial planning and management, and programme management and evaluation under the Budget Support modality.
Elias has worked for numerous international organisations, multilateral development banks and bilateral cooperation agencies, for example the European Commission, the Spanish Agency for International Development Cooperation (AECID) and the Spanish Ministry of Foreign Affairs and Cooperation. He has worked in Africa, Asia, Latin America, and in the European neighbourhood region.
Elías studied law at the Université Libre de Bruxelles and at the Universidad Autónoma de Madrid, where he obtained his law degree. He holds an MA in Public Policy Management from the School of African and Oriental Studies (SOAS) at the University of London and an Executive Graduate in Public Finance from the Harvard Kennedy School of Government at Harvard University.
He speaks and writes fluent Spanish, English and French.
Jordi specialises in the formulation, implementation, monitoring and evaluation of budget support programmes and public finance reform projects.
Jordi has been project director for the Regional Medium Term Budgetary Framework (MTPF) project for COSEFIN countries, as well as lead expert for the monitoring and evaluation of numerous EU-funded public finance management and budget support projects in Latin America and Africa.
As project officer at the European Commission’s Cooperation Agency, Jordi was in charge of coordinating the EU’s cooperation with Indian Ocean countries, participating in the programming and monitoring of large budget support programmes. He also worked on specific projects in Eastern Europe and Asia. Between 2009 and 2014 he was Director of Public Finance and Budget Support at the consulting firm Eptisa.
Jordi holds a Law degree from the Universidad Carlos III de Madrid and a Master of Laws degree from the Universidad Complutense de Madrid and a Master in Public Finance Management from SOAS, University of London.
He speaks and writes fluent Spanish, English and French.
Maria has more than twenty years of experience in international technical assistance contract and grant management. Throughout her professional career, she has executed projects in more than fifty different countries, managing a portfolio of projects with a business volume of more than one hundred million Euros and coordinating large teams of collaborators in the field and at headquarters.
Maria is specialised in organisational management, consolidated financial reporting and the implementation of quality and internal control systems. She has accompanied third sector organisations and SMEs in the implementation of process-based management approach and the adoption of LEAN methodologies to increase the efficiency of work processes and improve business performance.
María holds a degree in Political Science and Public Administration, a Master in International Cooperation and is a certified expert in Quality System Implementation according to the International Organization for Standardization (ISO) 9001: 2014, as well as in LEAN Management for SMEs.
She speaks and writes fluent Spanish and English.
Irene is a junior researcher. She has extensive experience in the evaluation of Budget Support programmes, and the management of international technical assistance projects.
She has developed her work with various civil society organizations, both nationally and internationally. Irene has worked with organizations such as the Red Cross and Street Child EU.
Irene holds a bachelor’s degree in Political Science and International Relations from the University of Warwick (UK) and a Master in Globalization and Development from the University College London.
She speaks and writes fluent Spanish, English and French. Furthermore, she is fluent in Chinese and German.
Lalaine is a Project Manager with extensive experience in international technical assistance project management and event management at regional level.
Lalaine has worked for various civil society organisations in the management of international cooperation projects. Previously, she did her internship at the Embassy of the Netherlands in Santiago de Chile, where she coordinated training projects for the Southern Cone.
Lalaine holds a BA in Political Science and an MA in Latin American Studies from the University of Amsterdam.
She speaks and writes fluent Dutch, Spanish, English and French.
María José has experience in digital design, web design, programming, text analysis and editing, and research and organisation of information in databases.
Her professional experience has been developed in international consulting companies in Latin America. She has worked as a project assistant and researcher in different international projects, supporting project management and product development.
María José holds a BA in Literary Studies and a master’s degree in Digital Humanities, both from the Universidad de Los Andes, Bogotá, Colombia. She also holds a master’s degree in Publishing Production and Management from the VIU, Valencia, Spain.
She speaks and writes fluently in English and Spanish.
