We are currently seeking experienced professionals for an exciting long-term EU-funded opportunity under the “EU-Kiribati Partnership for Resilience Building” project. The objective is to strengthen the institutional capacity of the Ministry of Finance and Economic Development (MFED), the Kiribati Tax Division (KTD), and the Kiribati Audit Office (KAO).

🔹 Expert 1 – Long Term Technical Assistance to Kiribati Tax Division and Ministry of Finance and Economic Development.
Category: Cat. I (>12 years of experience).
Days: 280 in-country + 70 home-based.
Qualifications: Degree in Taxation, Revenue,Administration, Development Studies, Social Sciences, Public Administration, or equivalent professional experience.
Key Experience:
Minimum 12 years in tax administration,
4+ years working with government ministries,
Public finance management experience,
Experience in the Pacific or Small Island States preferred.

🔹 Expert 2 – Long Term Technical Assistance to the Kiribati Audit Office.
Category: Cat. I (>12 years of experience).
Days: 150 in-country + 50 home-based.
Qualifications: Degree in Accounting/Auditing; CPA or Chartered Accountant.
Key Experience:
Minimum 12 years in public sector auditing,
4+ years in capacity development within SAIs
Experience with FSG audit methodology, audit manuals, IntoSAINT tool,
Prior work in the Pacific region preferred

🔹 Expert 3 – Legal Advisor for the Kiribati Audit Office.
Category: Cat. I (>12 years of experience).
Days: 50 in-country.
Qualifications: Degree in Law (LLB or equivalent).
Key Experience:
12 years in legislative drafting/legal review
4+ years drafting legislation for SAIs or legal institutions in the Pacific,
Strong drafting and communication skills
Experience in compliance and performance audits considered an asset.

• Design of logical frameworks and monitoring systems

• Results-oriented monitoring

Evaluation

• Project evaluation
• Evaluation of Budget Support and Public Policy Lending programmes
• Evaluation of blending operations and financial instruments
• Country and thematic strategic evaluations
• Quantitative and econometric analysis

Minimum qualifications required

University degree; 6 years or more of relevant professional experience; Field experience in countries supported by International Development Partners; Fluency in English, French, Spanish and/or Portuguese; Good writing and presentation skills.
