Mid-term Evaluation of the "Support to the Formalisation of the economy including social protection and support to Public Finance Management" Programme

The services to be provided consist of a mid-term evaluation of the EU-funded Budget Support Programme in Angola, which supports the formalisation of the economy, social protection, and public finance management. The evaluation will assess the programme’s design, implementation, and results across financial transfers, policy dialogue, and technical assistance. It will examine relevance, efficiency, effectiveness, sustainability, coherence, and EU added value. Key tasks include reviewing documentation, stakeholder interviews, field visits, data analysis, and reporting. The evaluation will contribute lessons learned and recommendations to inform future EU support and improve policy implementation in Angola.
