The evaluation aims to assess the performance and strategic relevance of the program’s support to revenue administration, public financial management, and tax policy in six Western Balkan countries. Covering activities from January 2023 to October 2024, the evaluation will analyze the effectiveness, impact, efficiency, coherence, and sustainability of the program’s capacity development projects, drawing on desk reviews, surveys, interviews, and field visits. It will also review SEE III’s strategic operations and governance, offering lessons learned and actionable recommendations to improve the program and guide potential scaling or future phases.
