Consultancy for the identification and evaluation of environmental and climate-oriented tax revenues and expenditures in Colombia

This project, part of the IDB’s Fiscal Policy for Climate Change in Colombia, is supporting the Ministry of Finance and Public Credit (MHCP) in integrating climate action into its fiscal policy. The consultancy identifies and assesses tax revenues and expenditures with environmental and climate impacts, ensuring their alignment with Colombia’s Green Taxonomy and the Nationally Determined Contribution. In addition, the consultancy team maps these instruments, develops a methodology to assess their efficiency and generates recommendations to strengthen the Colombian fiscal framework. As a result, the study provides the MHCP with key information to optimise the impact of public resources on the country’s ecological transition.
