National fiduciary risk analysis and public procurement assessment in Uganda

The project provided targeted Public Financial Management (PFM) advisory services to Agence Française de Développement (AFD) in Uganda, in support of the due diligence process for an AFD-financed Program Budget Support loan. This exercise sought to complement existing fiduciary risk analyses and identify practical mitigation and capacity-building measures. Experts assessed recent PFM reforms and overall fiduciary risk trends, with particular focus on procurement and contract management (PEFA PI-24) and external audit (PEFA PI-30). The work included a detailed analysis of institutional roles and coordination across the Planning, Programming, Budgeting, and Monitoring & Evaluation (PPBS) chain, with sectoral focus on energy, water, and environment. Based on identified weaknesses, the consultancy formulated realistic, short- to medium-term policy reform recommendations and corrective measures aligned with ongoing donor initiatives and emphasizing actionable results to reduce fiduciary risk.
