Fiduciary risk assessment and bidding process management to support the structuring of Program-Based Budget Financing

The consultancy aims to assess the municipality’s fiduciary risk and design a Program Budget Support (PB-PS) to implement the PlanClima. Using the PEFA methodology adapted to AFD, the intervention seeks to ensure efficient, transparent, and sustainable resource management, integrating climate adaptation, gender, and biodiversity considerations. Specific objectives include analyzing local public financial management, with emphasis on auditing and public procurement, and designing the program’s operational instruments: logical framework, expenditure framework, fiduciary and governance mechanisms, and a procedures manual. The work is structured in two phases: first, the fiduciary risk analysis, covering document review, assessment of 12 PEFA indicators, and diagnosis of audit and procurement capacities; and second, the structuring of the PB-PS, including a consolidated logical framework, climate impact estimation, identification of eligible budget lines, definition of financing and audit mechanisms, and preparation of the program’s operational manual.
