Support to the Office of the Development Promotion Fund in the systematization of the different modalities and the lessons learned by other donors in credit operations to support the reforms of public policies in the countries

This consultancy had the following objectives:
  • To systematise the different modalities of PBL and P4R in International Financial Institutions and Bilateral Cooperation Agencies. This systematisation was carried out in two Bilateral Agencies of EU Member States, in particular the AFD and KfW, and two International Financial Institutions, namely the Inter-American Development Bank and the World Bank – both of which were fundamental partners of FONPRODE at the time. It was considered appropriate to include other institutions working with these types of instruments, such as the Andean Development Corporation (Corporación Andina de Fomento).

  • The contribution of PBL (in its different modalities) and P4R to the fulfilment of the 2030 Agenda and the achievement of the SDGs. It is important for the consultancy to highlight the overall contribution of PBL and P4R to the development impact of partner countries.

  • The presentation of two success stories in the use of these modalities: in a Bilateral Cooperation Agency and in an International Financial Institution. These two success stories were selected from among oppressions carried out primarily in economic sectors. One of each modality (PBL and P4R) was selected. The advantages, risks and lessons learned in the use of these instruments were collected. Mitigation measures for the risks of the instruments were presented.

  • An operation that best suits the characteristics of the instruments was proposed.
