Antigua and Barbuda: Public Financial Management Reform Programme (€3 million). Monitoring of this implementation programme was provided through the cooperation agreement with the International Monetary Fund.
Barbados, Budget Support Monitoring: Human Resources Development Programme (€17m). For the evaluation of this programme, the “ROM for Budget Support” methodology was used as a pilot project.
The project was monitored using the European Commission’s “Results Based Monitoring” methodology. This methodology focuses on assessing the results of the programmes through reports that provide an overview of the operations implemented and the progress made. Programmes are monitored according to the criteria of: Relevance, Efficiency, Effectiveness, Impact and Sustainability.
