This mid-term evaluation assessed the relevance and effectiveness of the Development Initiative for Northern Uganda (DINU) in consolidating stability in the region in three key areas: strengthening socio-economic development through local governance, improving access to finance for SMEs engaged in agricultural value addition and improving access to and quality of district roads. This evaluation is part of the Government of Uganda’s EU-funded UNSD programme, managed by the Office of the Prime Minister of Uganda and guided by the National Steering Committee.

This mid-term evaluation aimed to assess progress towards the achievement of the objectives and mid-term results. It also served as a guide to inform the remaining years of project implementation, as well as to inform the updating of the overall UNCDF strategies within the outline of a strategic framework 2018-2021 and beyond. In addition, the evaluation also assessed the impact of Covid-19 on the implementation of the framework.
