The Global Green Growth Institute GGGI sought to conduct an independent evaluation of the Colombia-GGGI green growth programme (COL-17/0015). This programme, funded by the Norwegian Ministry of Foreign Affairs with an estimated commitment of USD 3.2M for the period August 2017 to July 2019, aimed to support the Government of Colombia to move towards a greener growth path that is low-carbon, socially inclusive and inclusive of Colombia’s long-term development agenda.
The methodology proposed to develop the assessment was based on a mixed criteria and theory of change approach. The OECD Development Assistance Committee criteria were applied, which analysed the performance of the GGGI programme with respect to the criteria of relevance, effectiveness/results, management/efficiency, sustainability and gender and social relevance. To measure the effects or changes eventually induced by the Centre, the criterion approach was combined with the Theory of Change. For the application of this scheme, it was necessary to establish the causal logic that supported the linking of developed activities, outputs and how these may have contributed to the achievement of results and eventually effects or changes that are normally identified as impacts.
