Evaluation of the Sectoral Budget Support program for the Public Administration Reform of Montenegro

This evaluation aimed to provide the European Union and stakeholders with an overall and independent assessment of the performance of the Sector Budget Support to Public Administration Reform (RBS SBS) programme, paying particular attention to the intermediate and – partially – final results, means against its expected objectives, as well as, the reasons behind these results, producing lessons learned, conclusions and recommendations for improving current and future Budget Support programmes.
