Evaluation of AFD budget loans to support the Special Climate Change Program (PECC)

The evaluation of the Budget Support programme granted by the French Development Agency to support the Special Climate Change Programme (PECC) applied an adapted methodology for the evaluation of budget support based on OECD criteria. The methodology focuses on the contribution of programmes implemented between 2009 and 2017 in the climate change mitigation sectors, specifically in forest management and land use planning. The funds used for the development of the Special Climate Change Programme (PECC) were channelled through two loans to the Mexican State for a value of 485 million euros since 2009.
