The consultancy’s general objective was to design and develop a distance/online Training Plan for the technical teams and decision makers of the Municipality of San José and meet the following specific objectives:

  1. Develop a didactic methodology that guarantees the significant understanding of the application and adaptation of the public-private partnership (PPP) frameworks of the participating people, mainly in the processes of identification, selection, evaluation and preparation of PPP projects in a given governmental context.

  2. Create and provide theoretical and practical material that transmits from the principles and concepts of what a PPP is, when and how it can be used, to recognizing the elements for structuring a PPP, ensuring its technical, economic-financial, legal feasibility, and preparing a risk analysis and identify the main elements of a PPP contract and its effective management.

  3. Design exercises and training that measure the level of understanding of the participants on the application of the structuring process and drafting of the PPP bidding documents, PPP contracts, and the management of PPP contracts during the construction and construction phases. operations.
