Award and launch of the evaluation of EU budget support in Albania

We are delighted to announce that Mancala has been awarded the EU evaluation of budget support in Albania! This evaluation has been commissioned by the Directorate General for European Neighbourhood Policy and Enlargement Negotiations (DG NEAR) under the FWC EVAL 2020 framework contract, in which Mancala is part of the consortium led by Particip.

The scope covered by this strategic evaluation includes the programs financed by IPA II funds and channeled through the budget support modality. The following sectors are covered: Public Financial Management, economic recovery, public administration reform, good governance, rule of law, anti-corruption, social inclusion, employment, and transport.

This is the first strategic assessment in a candidate country following the OECD/DAC budget support assessment methodology. It is expected to be completed in the first quarter of 2023 and thus serve as an input to the strengthening of EU-Albania relations, as well as to the use of this modality in the wider Western Balkans region.

New contract for the Mid-Term Evaluation of UNCDFs support to the Development Initiative for Northern Uganda (DINU)

The United Nations' Capital Development Fund (UNCDF) has awarded this consultancy to Mancala for the evaluation of its component of the overall Government of Uganda DINU programme, funded by the European Union.

The assessment of the relevance and effectiveness of DINUs approach and instruments in consolidating stability in Northern Uganda is critical to this evaluation. Particularly, the exercise will focus on the areas of Public Financial Management, the Improvement of access to finance for SMEs engaged in agricultural value addition, as well as the improvement of stock and quality of district road assets. This Mid-Term evaluation will also serve as a guide to inform the remaining years of implementation of the project as well as to inform the updating of UNCDF global strategies within the outline of its 2018-2021 strategic framework and beyond. In addition, the evaluation will also assess the impact of Covid-19 on the implementation of the framework.

New Consultancy for the development of a Training Plan on PPP projects for Municipal Urban Infrastructure in Costa Rica

The Inter-American Development Bank (IDB) has awarded a consultancy to the consortium integrated by Mancala for the design and development of an online training plan on PPP (Public-Private Partnership) projects for a group of officials from the Municipality of San José and the Ministry of Finance of Costa Rica. From April to June 2021 Mancala will participate in this project, as part of the consortium led by PIAPPEM.

In this project we will work on the development of a didactic methodology to ensure meaningful understanding of the application and adaptation of PPP frameworks for technical teams and decision makers. We will also participate in the co-creation of theoretical and practical material that conveys the full cycle of PPP management and the design and implementation of training and evaluation exercises to measure the level of understanding.
